The flag is based on the national flag, but the country name is written in the red half, and the national motto is placed on the green stripe.

We can see a roundel with a narrow yellow border on the picture above, and I have seen this version on other pictures. Is it a newer version?

I am not sure if this is a new version. Variant examples of adding a narrow border to a roundel without changing the basic design of the roundel for a clear view are sometimes seen in other countries as well.
